The Project Manager (PM) primary responsibilities encompass assisting Raba Kistner, Inc. in building a successful Compliance Planning Service Line by managing air compliance projects and staff in the execution of field activities, data reduction, and technical report writing activities. This will include managing and executing in various activities, including; site visits, evaluation of emission sources, interpretation of engineering specifications, estimation of emissions using engineering calculation methods and the preparation of written reports. Additionally, the Project Manager will be responsible for developing the Service Lines air practice strategies and managing air practice personnel while also preparing client invoices and client work proposals. The Project Manager will lead the development of air related work, achieving growth in project type and scale.
The PM will also support other Compliance Planning projects (i.e., water, waste, compliance audits, EPCRA) and Raba Kistners Compliance Assurance Service Line as needed and assigned by the Division Manager. The PM may also be located in Raba Kistners San Antonio office. The Project Manager will be responsible for supervising Environmental Scientists and Professional Engineers.
Employee shall have the following minimum duties and responsibilities:
Manage execution of assigned Service Line projects to meet client and project financial performance expectations.
Review project performance on a recurring basis and initiate corrective actions as needed.
Manage project(s) billing and accounts receivable activities supported by the Finance and Administration department.
Closely monitor project budgets and take early action to avoid budget exceedances.
Closely monitor project schedules and communicate with Director and client early to discuss any schedule conflicts and resolutions.
Manage and/or Prepare Service Line proposals and qualifications statements including direct involvement in scope of work, level of effort and cost build-up as required.
Manage activities of project staff including; day-to-day task management, project budget ad schedule compliance, technical peer review of client deliverables.
Grow client revenue organically by identify potential business opportunities during and outside of active project activities.
Establish and/or maintain positive close relationships with Service Line clients.
Participate in monitoring the Service Line, including QA/QC protocols, to ensure it is in substantial compliance with generally accepted practices and Raba Kistners Quality Management System.
Assist and support in Service Line workload and financial forecasting and planning as needed.
Provide technical/project management training and mentoring to Service Line staff.
Actively seek and identify potential business opportunities during and outside of active project activities and evaluate for pursuit in discussion with Director.
Actively monitor regulatory changes related to practice areas, and communicate changes and implications to the team.
Oversee and/or Lead field crews during Service Line field activities and directly participate in the field as needed.
Identify and evaluate potential subcontractors, as needed, and if selected, oversee their work.
Perform other duties as assigned.
Employees shall possess the following minimum qualifications:
A four-year degree in Environmental Science, Natural Sciences, Chemical Engineering, Meteorology or a closely related field.
Minimum five (5) years technical experience performing any combination of five (5) of the following:
Preparing Minor New Source Review (NSR) air permit applications;
Preparing air emissions inventories;
Creating permit strategies to accommodate client construction needs;
Designing and implementing emissions tracking tools;
Performing air compliance audits;
Developing air compliance corrective action plans;
Identifying and engaging third-party compliance solution providers;
Determining NESHAP/MACT/NSPS applicability, and;
Performing or directing air dispersion modeling using AERMOD.
Practical experience supervising professional and technical staff.
Practical experience with cost proposal development, contract reviews, contract negotiation, and successful project management.
Demonstrated ability to:
Manage multiple projects concurrently.
Manage the technical direction of staff, project resources, costs, schedule, performance, and quality.
Manage teams comprised of both internal staff and subcontractors/subconsultants.
Assume new responsibilities and undertake non-traditional projects with successful outcomes
Proactively pursue advanced certifications, perform self-directed research for self-improvement,
Work well with all staff levels within the organization and third parties.
Work protracted or irregular hours and/or in excess of 40 hours per week on an as-needed basis due to client needs (i.e., other than 8:00 a.m. to 5:00 p.m. and/or other than Monday through Friday).
Travel out of town and overnight to Raba Kistner offices, client offices, and project locations.
Proficiency in Microsoft Office programs (Word, Excel, PowerPoint), Google Earth, and other software.
Possesses excellent oral and written communication skills.
Excels working in a team environment or working independently, as projects dictate.
Possess valid Texas drivers license and meet companys auto insurability requirements.
Ability to comply with all attendance and tardy requirements as per company policy.
Must pass a drug test prior to employment and will be subject to post-accident, random, and reasonable cause testing during employment.
